I myself didn't use it, but recently on a different mailing list
([log in to unmask]) someone asked this question, and many
people said they are using win98lite without problems.
The advantage of Win98lite is that it allows you to use the Win95 user
shell with win98, (instead of the heavier win98 shell).
The result is a faster operating system which improves the speed of
your computer, but maintain all the more important advantages of Win98
(better stability, better memory management). Some things won't work,
such as windows update, or the transparent move from Windows
explorer to Internet explorer, but this will let the operating system use
less resources for that.
It offers you to disintegrate the operating system from Internet Explorer.
so you can remove Internet explorer if you prefer to use other browsers.

While according to the claims of Shane Brooks (http://www.98lite.net) it
looks as if this will mainly be noticed on older and weaker computers, a
few people who use the pulsar or scope cards (professional audio cards)
with strong computers claim it to be noticeable also in their computers.
