First make sure it is not running....if it is running it won't delete.

Select it ..hold down the shift key....press delete.
It that doesn't work then

select it.....
Right click
select properties
remove all the check boxes in attributes ..click apply
then delete.

Still there.....exit to DOS mode .....go to your desktop which by default
on a Win9x computer is
C:\windows\desktop then type
del file.name
