Under W95/98, using Sendto moved the file. Under XP, using Sendto copies.
When I first went to XP, that used to annoy the heck out of me, too. But
you'll soon get used to just deleting the file after using Sendto. After
all, you're still in the source folder, so it's a simple enough action.
If, like me, you're nervous at first about using Sendto then deleting,
just delete to the Recycle Bin, so that the file isn't permanently
lost. But I've never had Sendto fail me yet so now I don't bother.
The alternative is to open both the source and destination folders (or use
the two-pane Explorer if you must).
Then RIGHT-CLICK drag and drop the file from the source folder onto the
destination folder icon in the Taskbar, hover there and the destination
folder will open. (Or drop it into the destination folder in the other
Explorer pane). Drag the file up into the new folder, and upon releasing
you will see an option to either copy or move. Don't use left-click drag
and drop, because you're never certain whether the result will be a move,
copy, or shortcut. This depends on the type of file you're dragging, and
the default isn't always the action you want.
