Sounds like a problem with the way Juno, AOL, (and NetZero among others),
are trying to speed up surfing speeds by compressing the "things" they send
you "on" (as part of) WEB pages.  This compression is "supposed to be"
*on the fly* and invisible...

I would check the options (or settings) for both ISPs and look for anything that
seems to be about "speed" (or faster), or of course a direct reference to graphic
quality...  Just a thought, as I do not use either ISP...
