I use CallWave, www.CallWave.com
It requires "Call Forwarding On Busy" for which the phone company charges a
small fee. When someone calls and your line is busy the call gets forward to
the CallWave number and they can leave a message. You can hear the recorded
message and decide if you want to disconnect and call the party back.
