Assuming you have created a desktop shortcut for Windows Explorer, right 
click on it and go to properties. In "target" enter 
C:\WINDOWS\explorer.exe /n, /e, c:\  and in "start in" enter C:/WINDOWS.

I believe this will accomplish what you want.
