Yes...   that or WinNT.   A rather simple answer, but to the point.   Also
remember that Win98 uses more memory resources for the myriad of
additional processes and code loaded in the operating system.   My
experience with Win98 is that it is slower than Win95...   the minimum
of ram for Win95 is 8mgs and Win98 is 16mgs, (I recommend twice these
levels for minimums, but they will work).   You will hear about the person
with a 486SX-33 /4mg ram using Win98, but I have better things to do with
my entire day than to watch Windows98 load...  *grin*    The operating
system should match your system hardware.
