To make a boot disk for my Dell, I looked in the autoexec.bat and
config.sys. All the drivers for the CD-ROM were there but REMed out.

Go to Add/Remove programs in the control panel and make a boot disk.

OPen the autoexec and config files on the boot disk and remove the
rem from the driver statements.

Try restarting your computer with this disk in the drive and see if
you can use your CD.

This saved me when I crashed Windows and had to delete the Windows
files forgetting that I would not be able to access the CD to reinstall.
