  Your PCI modem is possibly in a slot that already has an IRQ assigned to
something else.  You may have luck by moving the modem to another PCI slot
and then restarting.

If there is no other PCI slot, you will have to go in to the BIOS and
manually assign a free IRQ to the modem's PCI slot.  This is all, of course,
assuming that both modems were not faulty.
