  That's not correct, for two reasons:

1.  These are class B addresses, with subnet mask 255.255.0.0.  This
means that the third octet of the address is included in the part of
the address that must be unique to each host, not the part that must
be the same across the network.  169.254.254.107 and 169.254.76.107
are both valid addresses on the same subnet as 169.254.254.108.

2.  No human should ever assign a 169.254.x.x address to anything.
This entire block is reserved for DHCP clients to randomly assign
themselves if they cannot get configuration information from a DHCP
server.  [It is appropriate for Demetri to report that this is what
his machines are claiming; it is not appropriate for anyone to tell
him to set them like this.]
