It sounds as though someone tried to remove My Web Search, and was
unsuccessful.
Your best bet may be to reinstall it, and use Add/Remove programs to
uninstall it properly.
You could also check out the instructions here:

I've had success removing these pests manually using regedit, but it can
be tedious.
