One rough check you could try:  If you have a second telephone line, or a
friend to help, call the number with the modem and computer in operation
(but don't dial out yet).  If there is a telephone in parallel with the
modem, you should hear it ring, and see "RING" on the monitor.  If you
enter the "ATA" command, the ringing should stop as the modem answers.
You, or at least the person at the other end of the line, should now hear
the "squeal" as the modem attempts to negotiate a connection.

"ATZ0" (That's zero.) should re-initialize things, so that (assuming a
touch-tone line) "ATDT" followed by his number should let you call him.
You should be able to hear him speak (or tap on the telephone) via the
modem speaker.  (You won't be able to answer without a voicemodem, etc.)

This should allow you to check that the modem is properly configured
and more-or-less functioning as it should.
