In my opinion the answer is yes.

There have been times that I deleted a program I didn't want anymore and
in doing so, it took some system files with it and killed my system. Try
as I might I couldn't revive it.

I have since made the "Start Up" Disks and went on my merry way. <smile>
There are times the start up disks don't help either. sigh

If you can't get your system up again, you may be faced with the all to
familiar "BIG F". Format and start again. If I had a dollar for every
time I had to do that I'd be rich............Not really.
