In order to do this, you will need the W2K Server version and not the
professional.  Create a domain and the "client" machines need to logon to
that domain.  Then you can create policies, restrict users, lock it down
pretty tight.

Is this something that you are trying to do?  Lock down the client
machines so users can't run programs, install stuff, and make changes?
