I had that same thing happen to me when my newly built computer wouldn't
power up and I had to check the motherboard book several times.  In my case,
it was a jumper5 setting on the board.  If that's not the problem, you might
try checking your power supply and make sure it's set to 115V and make sure
the atx power switch is on at the back. You might also check the wire
connectors that run from the motherboard to the power button and make sure
they are correct.  Good luck!
