On my motherboard [bx6] and many others, there is a feature in BIOS
that allows you to power up your system by (either) a "power" key on
the keyboard (some of the newer ones have it) or the mouse
double-click, but only after there was an "ATX shutdown", i.e. the
system was powered up normally and shut down with software, like
Win98.

I find it very convenient to start my PC with doubleclick... My
friends stared at that at the start, then they got used to it and
switched to envy now :)

And about those ATX hang-ups when the power button does not shut down
the computer, press it and hold for 4-5 seconds. The system will shut
down.
