You most likely have it formated as a FAT16 partition. This has a 2G limitation
per partition.

You can either setup an extended partition, which multiple logical drives to
fill out the 20Gb, or switch it to FAT32. I would recommend Partition Magic to
do the latter, which can convert FAT16 to FAT32 without losing the contents.

Of course you should backup just to be safe. It also assumes you have Win98 or
better to get FAT32 support.
