Have you tried changing the Dial Properties for the modem on the machine in
the pulse dialing area to Pulse Dialing?  After the number is dialed by
pulse dialing, the machines should be able to talk when the remote machine
answers.  the Pulse/Tone problem shouldn't make any difference then.

Change it by:

Start-> Settings -> Control Panel-> Modem -> Dialing Properties and check
the Pulse box.
