First suspect would be weak or overloaded power supply.  The initial power
on requires a surge of power to start hard drives spinning and any other
spin-up devices along with charging up the capacitors on all the installed
boards.

I have in past used an analog voltmeter attached to the power supply cables
and monitored as I started up the system. If it takes a long time for the
voltage to come up and stabilize, a weak power supply is probable.
