Bob:

You have to BUY the specification from ANSI.
I believe the document is X3.221:1994 "ATA
(AT Attachment)".

You can check out the X3T10 working draft
specifications, at:

ftp://ftp.symbios.com/pub/standards/io/t10/drafts/

and look up drafts on the various ATA. All state
IDE cable specifications which provide that "cable
total length cannot exceed 18 inches", and I assume
this was codified in the final (official) standard.
