Dear Michael,

I had the same problem using the same components that you mention and the 
problem was solved by updating the SoundBlaster Live drivers with the 
latest ones (at the time the latest were the Nov'99 release, now even newer 
ones have been released).  The problem apparently arises because of the 
incompatibility of older drivers with Coppermine processors.  You can get 
the latest drivers at http://www.soundblaster.com/drivers/ and hopefully 
this will fix your problem too!
