This sounds as if the boot sector virus protection in your machine's CMOS
is set to enabled.  You must go into setup (the computer's not the
software's)
by whatever means your motherboard uses (press DEL, F1, etc. while booting),
locate the virus protection item, and disable it before attempting to
install
Windows 9x, ME, etc.
