Try xxcopy from www.xxcopy.com . I've used it several times to make an exact
copy of one hard drive onto another hard drive without any problems at all.
At the site you can download the program and get step by step instruction on
replacing an existing C drive with a new C drive as well as using the
program for backups (which I do frequently). Best of all it is free.

partitioned the way I want it, and copied the data and program files.  Of
course, when I copy the IBM Primary C Drive to the New Maxtor, it goes to
"O" drive, meaning that XP is looking for everything in C, not O, and won't
run.
