I did not understand if you wanted BOTH CD-ROMs working.
The  2X belongs on the sound card. It sounds suspiciously like
a Panasonic 563 -- and from 1992 and 2X is "definitely" a proprietary
interface. Win95 should pickup and install both the sound card and
the old CD-ROM.
If "they" are using Win 3X... you need the SoundBlaster install disks.
(Or at least some old SoundBlaster drivers and lots of instructions.)
The 18X CD-ROM "might" work as a slave on what might
be your only IDE channel.  If it does not (too fast), I would try putting in
an IDE 4X CD-ROM if you have one laying around, as a test.
