I use Enlight cases, and the one that I have been using most resently is
sound like it will meet your requirements.  It is Enlight number EN-7101AL.
It is an ATX midtower case, 230w ps, tool free construction, with a swing
out motherboard cage that allows access to the motherboard without removing
all the peripheral cards.  Wholesale it runs about $52, so I imagine there
is a site somewhere that you could find it for about the same.
