I did a re-installation of the OS on a Dell using the disk that came with the machine.  It gave an option to re-format the disk.  I chose not to re-format and it installed the OS but kept everything else. 
My problems did not go away so I repeated, choosing to format the C drive.  Everything went smoothly but of course, I had to reinstall many drivers and all the software.
