   Your floppies are probably corrupt. Try the CD if you can get the CD
drive to work at the DOS level (use a bootdisk from
http://www.bootdisk.com or probably just a borrowed Windows 98 boot
floppy will work). Use tip 50 from here to install using the upgrade CD:
