If you are trying to fdisk, then format a hard disk after booting
from a floppy (prior to installing Win9x, I assume), the
config.sys file needs to reside on your floppy, as does the file
HIMEM.SYS. Copy HIMEM.SYS (from whatever uncorrupted source you
may be using) to your floppy drive. Edit your a:\config.sys to
include the line DEVICE=A:\HIMEM.SYS. I am assuming you have
whatever other system files you may need (format, fdisk, mscdex,
etc.) already copied to your boot floppy.
