Duh.  I get it now.  I see why I did not see it before.  It is not 16
megabytes as I was reading it.  It comes from the following list:

 1M x 36 =>  4MB
 2M x 36 =>  8MB
 4M x 36 => 16MB
 8M x 36 => 32MB
16M x 36 => 64MB
