Kudos to Michael for doing such fine detective work! The registry mod did
the trick for me. Apparently the BagMRU settings we tried before were on the
right track, but they were not complete. This patch adds the following
entries:

Note that the last two entries set some policy items that were not there
before (at least not in my registry).
