  NetBEUI and IPX are older network protocols (from IBM and Novell 
respectively) that were still common enough when Windows 95 was released 
that Microsoft enabled them by default, and continued to do so in Windows 
98.  They have largely died out since then, as has AppleTalk, leaving TCP/IP 
as the world standard.

  NetBEUI used to be frequently recommended as a way to provide local 
filesharing, without exposing your machines unnecessarily to the Internet.  
Windows 95/98/SE/ME would let you bind filesharing only to specific 
protocols, so that was a cheap and easy way to protect yourself.
  But NT/2K/XP doesn't give you that choice (nor does XP offer NetBEUI 
support by default...).

  The fact that filesharing can work over NetBEUI means that having NetBEUI 
enabled can complicate troubleshooting of TCP/IP issues.  And since TCP/IP 
is what the Internet speaks, you really want that to work.  So unless you 
really know what you're doing, I recommend against enabling NetBEUI -- get 
TCP/IP working correctly, and you don't need anything else.
