This is not phrased correctly. A USB 2.0 device will work on any USB port.
However, it can only achieve the performance levels of the port you plug it
into.

  For example, plug a USB 2.0 drive into a USB 1.1 port and you won't go
faster then USB 1.1 performance levels.
Plug a USB 1 device into a USB 2.0 port and you won't go faster then the
USB 1 device allows for.

In other words, you can not make the device or port better then it is, by
connecting it to a more advanced port or device. The slower device, or
port, will dictate what the maximum performance level will be.

I might as well add to the confusion  by mentioning cables. There is no
difference between USB 1.1 and USB 2  connectors and cables. But in order
to achieve USB 2 speeds you need good quality USB 1.1 cables. Poorly made
cables may not deliver full USB 2 performance levels. Any Certified USB 1.1
cable will deliver USB 2.0 performance.
