You have to tell us what you want to do with the PC, otherwise it's hard to say which CPU is best for you. if you want the CPU at 400Mhz, Celeron 400 maybe the best cost/effective.
I strong recommand you to buy a tower case, it will give you more room and you will find it is easier to build with.
