1. Try System Restore.

2. Usually, that type of software offers to make a backup before modifying 
your system, so perhaps a restoration would be possible via the same program.

3. Of course, you can't rule out the coincidence of a faulty mouse or cord. 
Try a substitute.

4. Did you use Device Manager to install/reinstall? (May depend whether 
it's a PS2, USB or wireless mouse.)

5. If USB, try another USB port just in case you have a bad port connection.

6. Since the problem is intermittent, I'd be more inclined to look for 
physical causes rather than registry/driver/software issues, though 
nothing's impossible.
