From my experience, several years ago when I first started using Canon
BC-02 cartridges, the ink would run easily.  I thought I heard that they
started using a new formula some time ago which would not run as easily if
the ink was wetted after having dried.  I know that the improvement I saw
at that time was great but the ink will still smear if wet and rubbed.  I
tried using ink refills at one time but that ink smeared much worse than
the Canon ink.  I also had a problem with the head on my original Canon
printer clogging up after using refills.  I understand that this is a
common problem and I have since used only Canon cartridges and have not
seen any problems since.
