a file could not be missing on CD unless the CD is gone. Can you check
Volume control to comfirm sound level? you can also download latest driver
from creative, remove your sound card from Device Manager and reinstall
sound driver.

S3 and Diamond appera together? For your video card, only driver you will
need is Diamond driver (download from their web to get the "latest" one).
Always use the latest driver as possible as you can, this will fix most
driver problems. Also, if you check in Control panel -> add/remove program,
can you see entry for your video card (eg. Diamond Display Driver), if so,
remove it and reload the latest driver.

manually config resource is not fan, but If you need to do so, the only
place to go is Device Manager (right click My Computer-> Properties). In
device manager, you should see "!" mark if there is conflict devices. double
click on trouble device, click on "Resource" tab, uncheck "use auto
setting". Now you should watch carefully on the resource list box, click on
each item (eg. IRQ, I/O address, ect), and windows will tell you if the item
has conflict or not. Find the conflict resource (eg. normaly IRQ), you can
change it by click "change setting" button.
