Norton Ghost works great.

Put the new Drive in the old system as a slave. Run Norton ghost to clone
your master drive to the slave. Remove the slave drive, reconfigure it for
master, and install in new system.

Note: Cloning will overwrite info on the slave drive including the operating
system. If you want to maintain operating systems it may be better to
install your application software on the new drive and just copy data over.
