Not a EE here, but a CET.  Maybe half as many Es will do?

Not necessary unless the transformer is not isolated (Neutral of the
primary winding connected to one lead of the secondary).  I can't think of
any reason not to isolate the secondary.

So, I would suppose it doesn't matter.
