It is indeed possible to do this.  When setting up the hard disk from the Win98 CD, there is a point where you specify the size of the partition. At this point, you'll need to enter the size of the partition to be used for Windows 98. Be sure to 'do the math' to allow sufficient space to install XP and any applications you want to install that need it. This could be difficult, as the video files you'll be working with are bound to be quite large. If you can do so (you didn't specify the size in GB of your new hard disk), I would recommend allowing at least 100 GB for XP, however; much depends on the number of programs to be installed to run on XP and how much data you will generate from them.

When you install MS OSs from oldest to newest, a boot menu is automatically generated to allow you to choose the OS you wish to work in.

Obviously you'll be installing XP after Win98. Boot from the installation CD, and you will eventually be presented with a similar option to specify the size of the partition. If you have no plans to install VISTA, allow XP to use all of the remaining disk space for its partition. The installation should then continue largely automatically.
