As Bob Wright said, try irq5 dma1 dma5; check _manually_ for
conflicts [sometimes Windows doesn't detects them, as
it was in recent post]; also, with sb16 if irq5 is busy
try irq7.

Another possibility is that some program loads at boot and keeps
sb to herself. This could be a modem answering machine, a paused
MP3 player or lots of other things. Try unloading all stuff that
you don't need and leave a clear taskbar, then attempt to use SB.
