The system board doesn't support the correct multiplier.  Also there were
several different voltages for the Pentiums.  Could be your board is set for one
voltage and the 166 is expecting another.  If it is a Pentium 166MMX it uses
split voltage which isn't supported on that board.  If it's a regular 166 and
you get the voltage set right it should function as a 133 in that board.
