It is not possible to diagnose your problem with the information you've provided.  Need operating system, make and model of modem (PCI or ISA or external), and a more detailed description other than that the connection is unbearably slow.  Dial-up connections are generally pretty slow, and having had Juno, I can say that you shouldn't be so sure it isn't your ISP that's causing the problem.  You may have old phone lines in your residence that can't sustain a 56K connection, and/or old phone lines between your house and the telco.  I had a 56K PCI winmodem followed by a 56K hardware modem that couldn't connect to Juno at over 28.8Kbps.  I tried every tweaking program available at the time, and once in the middle of the night I connected at 31.6 Kbps.  My download speed averaged only slightly over 2.3 Kbps, though sometimes in the middle of the night from a fast server I might get 3.2 Kbps.  Both of those are unbearably slow.  The settings on your modem may be incompatible with Juno's connection, but your description makes it impossible to offer much help.  I'd recommend that you get cable or DSL if it's available in your neighborhood.
