There are two things that need to be added to this:

1. In order to telnet to the card, you will need to know what IP address it
has at the moment. Either do this from a network with DHCP so it has an
initial assignment which you are going to override, or determine what
address it defaults to if it's configured for DHCP but doesn't get one that
way. In the latter case, you may need to temporarily assign your PC a
static address in the same range.

2. The static address you assign will need to be in the range used on the
network, but not already in use by any other device -- and, ideally, others
will not be adding things to the network and perhaps trying to use the same
address, too. There is manual bookkeeping to be done on a network that
relies on static addressing, which DHCP would take care of.
