Slowing down again & again

Pardon the multiple posts, but...The latest thing I have noticed is that if
I run System Monitor, my CPU usage stays around 39-40% with nothing running
in Task Manager except Explorer.

If I move my mouse around (like keep moving it in circles), CPU usage drops
to about 3-4%.
