I located a troubleshooter for this situation on HP's site. See if any of
th4e fixes will cure your problem. (The main cause is that STIMON is
disabled in startup by MSCONFIG).

See:

http://www.hp.com/cgi-bin/cposupport/get_doc.pl?SNI=hpscanjet47301&LC=scanners&Tfile=bps03107

for troubleshooting this problem. (Watch that the URL may wrap and not be
complete in your email).

I tried the below. I went to Find and removed everything having to do with
HP, twain, and twunk. I reinstalled my printer which is an HP 722C. I
reinstalled the scanner, but still the same message. Any more suggestions?

When you un-installed your scanner did you also remove all the twain and
twunk files? I've found that most of the scanner re-installs require that
they also be deleted manually to have a successful re-install. I usually
just do a Find for twain, twunk and delete them all. Then re-install
software.
