You should to configure USB port first.
First, uninstall all software you made for this port.
Second, turn off your mashine.
Third, install your hardware to USB port.
Fourth, turn on your mashine, and during loading Plug & Play mechanizm
will configure the USB port! Other soft wiil be installed after logon.

Note, that USB 1.1 can be configured during loading only.
