Tracy,
Most usr have a decent speaker on them so you should be able to tell if it
is trying to negotiate v.90.  Mine sounds like a gong, if you hear static at
different levels and pitches it is training on something less than v.90.
Also make sure you have the proper drivers instead of just a standard
modem.Under modems it should say something like usr 56k int. if that is all
correct see if you could tote your computer to your neighbors house and see
what your connects should be.  Some times it is phone noise, but the
majority of the times it is the software revision that the isp has that you
are dialing into on their modem banks.  MY isp has uses some compaq peice of
equip and I have called long distance from MO to CA and still got 46K
connects when the local isp could only give me 31.2K.  Good luck.
