  Older versions of DOS were very picky about where the MSDOS.SYS and
IO.SYS files were physically placed on the drive, and where their
directory entries were stored.  If this drive was originally a
second/slave drive in a two-HD system, there may be other files
occupying these spaces.  SYS.COM isn't "smart enough" to move those
files to make room.
