This is usually caused by having the connector for the hard drive LED
backwards on the pins on the motherboard.  Try reversing the connector.
This does not hurt anything but just causes the LED to be on constantly.
BTW this light is supposed to only come on when a program is reading or
writing the hard drive.  It does not directly mean that the hard drive is
spinning although if it does come on and the computer does something, it is
a safe bet that it is spinning.  I have seen the hard drive light come on
in a system where the hard drive is not spinning when something tries to
access the hard drive and fails.
