You might check that your floppy drive was assigned to drive A or B, which
are the only two drive letters Windows recognizes as Floppy drives.  I
recently attached an external floppy drive to a laptop which came with out a
floppy drive.  The OS kept assigning it to the last drive letter in the
system.  It was recognized as attached but could not read or format the
media until I reassigned the drive letter.
